Audit of L.A.’s parking citation program

The City Con­trol­ler's audit of park­ing cita­tion prac­tices dis­covered a “Gold Card Desk” that the May­or and City Coun­cil can ex­clus­ively use to help ex­ped­ite in­vest­ig­a­tions of com­plaints from their con­stitu­ents — and in some cases have those fines re­duced or elim­in­ated.
