California prison system creates isolation cells for the mentally ill

To comply with an April federal court order to improve treatment of mentally ill inmates in California prisons, the state on Friday proposed the creation of separate solitary housing units. Mentally ill inmates in those isolation cells would receive increased time out of their cells and access to therapy and treatment.
