As­kari Moy­enda and Niki Mil­ani said they paid tens of thou­sands of dol­lars to ob­tain two top tax­pay­er-fun­ded jobs at Teens Happy Homes, a foster care con­tract­or in Los Angeles County. Un­der the terms of the agree­ment, the couple said they paid $70,000 and agreed to fol­low with monthly pay­ments un­til the $139,000 deal was paid off.
