Court ruling on Millennium Hollywood project

A judge has hal­ted a de­veloper’s plan to build two massive sky­scrapers in the heart of Hol­ly­wood, rul­ing that the city of Los Angeles failed to fully as­sess how the $1-bil­lion pro­ject would af­fect sur­round­ing neigh­bor­hoods. The fol­low­ing is the tent­at­ive rul­ing writ­ten by Los Angeles Su­per­i­or Court Judge James C. Chal­fant, and was later ruled as fi­nal ex­cept for the plaintiffs’ fifth cause of ac­tion, which asked the judge to or­der the city to “de­vel­op prop­er fair hear­ing policies and pro­ced­ures dur­ing land use ap­peals.” That part of the law­suit will be heard by an­oth­er judge.
