A let­ter from a USC doc­tor sub­mit­ted to the L.A. court said Ji­ah “Rhea” Chung was too sick to clean the free­way for Cal­Trans as part of her court-ordered com­munity ser­vice in her em­bez­zle­ment case. But the doc­tor nev­er wrote the let­ter.
