Los Angeles po­lice did not have the prop­er court au­thor­ity to re­move a con­victed killer and former Mex­ic­an Mafia shot-caller from cus­tody and take him to a private down­town L.A. event where he ad­dressed busi­ness ex­ec­ut­ives earli­er this year, ac­cord­ing to a re­port from the LAPD’s in­de­pend­ent watch­dog is­sued March 20.
