A vet­er­an as­sist­ant chief has been se­lec­ted as the first Latino to head the Los Angeles Fire De­part­ment by May­or Eric Gar­cetti as it moves to ad­dress is­sues in­volving staff re­duc­tions, hir­ing of wo­men and minor­it­ies, lag­ging re­sponse times and out­dated tech­no­logy.
