LAPD chief’s report on Richard Risher shooting in Nickerson Gardens

The Los Angeles Po­lice Com­mis­sion ruled that three of­ficers were jus­ti­fied in fatally shoot­ing 18-year-old Richard Rish­er dur­ing what po­lice have de­scribed as a “run­ning gun battle” in the Nick­er­son Gar­dens hous­ing pro­ject in Watts.
