The shift of gov­ern­ment home­less funds from shel­ters to per­man­ent hous­ing turned PATH’s 65-bed Fern­wood shel­ter in Hol­ly­wood in­to a “loss lead­er,” ex­ec­ut­ive dir­ect­or Joel John Roberts ex­plained in this let­ter in­form­ing the Los Angeles Home­less Ser­vices Au­thor­ity that the shel­ter would close Ju­ly 1, 2016.
