Askari Moyenda and Niki Milani said they paid tens of thousands of dollars to obtain two top taxpayer-funded jobs at Teens Happy Homes, a foster care contractor in Los Angeles County. Under the terms of the agreement, the couple said they paid $70,000 and agreed to follow with monthly payments until the $139,000 deal was paid off.
