Brown cites threat of prison releases in case for parole

Gov. Jerry Brown is mak­ing a per­son­al ap­peal to re­cruit sig­na­ture gather­ers for his bal­lot ini­ti­at­ive to pa­role felons from pris­on by rais­ing the specter of court-ordered in­mate re­leases.
