BYD’s confidential Metro evaluations
In answer to a public records request by the Los Angeles Times, Metro provided more than 500 pages of evaluations made by four senior staff members who scrutinized proposals from three vendors to sell the agency 40-foot electric buses. BYD had the lowest technical scores but highest award for job creation, and won the contract.
