California balks at inmate release plan

This is the state’s re­sponse to a fed­er­al court or­der to provide a timeline for re­leas­ing in­mates to re­lieve pris­on crowding. Cali­for­nia of­fi­cials provide no such timeline. In­stead, they ask that en­force­ment of pris­on crowding caps be sus­pen­ded.
