Casey Dowling DA reject memo
In 1995, Casey Dowling was accused of touching the breast of a 14-year-old in his patrol car and in her bedroom, according to a district attorney’s memo. Prosecutors found there was insufficient evidence to charge him with a crime, but raised concerns about his credibility, the memo shows. County records say he was discharged for “immoral conduct” in 1997 but was reinstated after filing an appeal with the county’s Civil Service Commission, the details of which are confidential. Dowling denies he is on the Brady list, and his attorney said he was not fired.
