The re­port, “Fight­ing Pro­duc­tion Flight,” from the Milken In­sti­tute says Cali­for­nia’s film tax cred­it has been suc­cess­ful in that it has been over­sub­scribed and has had a “demon­strable im­pact in ar­rest­ing the de­cline in filmed en­ter­tain­ment spend­ing and em­ploy­ment in the state.”
