Read the judge’s ruling that stopped the Hollywood Target shopping center

A Los Angeles Su­per­i­or Court judge has struck down the city’s ap­prov­al of a new Tar­get store in Hol­ly­wood for the second time in three years. Judge Richard L. Fru­in Jr. said the city’s new zon­ing for the site failed to prop­erly ex­am­ine the en­vir­on­ment­al im­pact on the lar­ger neigh­bor­hood.
