LAPD Chief clears officers who used deadly force in skid row shooting

Los Angeles Police Chief Charlie Beck concluded that police officers did not violate department policy on using deadly force when they shot and killed a homeless man in a videotaped incident that drew widespread outrage last year. The city’s Police Commission, which oversees the department, agreed but faulted one officer over his tactics leading up to the shooting.
