Social Worker Lincoln Saul’s May 28 letter
Supervising Social Worker Lincoln Saul wrote to Eric Marts, deputy director of the Department of Children and Family Services, alleging that children were routinely housed in an office building because the department did not have foster homes for them. Saul said managers were implementing tactics to prevent the news from travelling up the chain of command.
