A di­vided Obama ad­min­is­tra­tion pri­vacy pan­el has re­com­men­ded end­ing the bulk col­lec­tion of U.S. phone re­cords, say­ing the con­tro­ver­sial pro­gram amounts to an un­law­ful in­va­sion of pri­vacy that has not made Amer­ic­ans any safer.
