The U.S. Pipeline and Haz­ard­ous Ma­ter­i­als Safety Ad­min­is­tra­tion is­sued this re­port Thursday, May 19, on the one-year an­niversary of the Plains All Amer­ic­an Pipeline rup­ture that spilled more than 120,000 gal­lons of crude oil onto the beach and ocean in Santa Bar­bara.
