Problems at the Department of Children and Family Services

In a sting­ing re­view, writ­ten by a spe­cial county leg­al unit that re­ports secretly to the Board of Su­per­visors, in­vest­ig­at­ors found wide­spread prob­lems at the county’s child pro­tect­ive ser­vices agency. They said the prob­lems con­trib­uted to a rash of child fatal­it­ies.
