A Home­land Se­cur­ity pan­el said elim­in­at­ing privately run de­ten­tion fa­cil­it­ies would cost too much and make it harder for Im­mig­ra­tion and Cus­toms En­force­ment of­ficers to cope with sud­den surges in the de­tain­ee pop­u­la­tion.
