The sys­tem for dis­cip­lin­ing ab­us­ive or cor­rupt Bor­der Patrol agents and of­ficers is so flawed that it hardly acts to de­ter crim­in­al mis­con­duct in the na­tion’s largest law en­force­ment agency, ac­cord­ing to an in­de­pend­ent task force that in­vest­ig­ated the prob­lems.
