Richard C. Stenger
Richard Stenger, the head of a Sea Scouts unit, was let back into the Scouts after being suspended for allegedly tying up and fondling boys in 1971. In 1989, a Scout’s mother told officials he’d dangled her son in a locked harness for 15 minutes.
