Citizens with handy video and audio recorders are documenting police activity, and the number of arrests and prosecutions across the country are rising right along with YouTube hits. The federal appeals court rendered this decision in August in a civil rights case brought by a man who used a cellphone to record an arrest and ended up arrested himself.
