Stay of Texas voter ID ruling

A fed­er­al ap­peals court put a stay on last week’s rul­ing that had struck down Texas’ voter iden­ti­fic­a­tion law, say­ing the rules shouldn’t be changed so soon be­fore the Novem­ber elec­tion.
