The city of Beverly Hills in Novem­ber sent warn­ing let­ters like this one to 86 house­holds where wa­ter con­ser­va­tion fell far short of the re­quired goal of 30%. Since the let­ters went out, con­ser­va­tion has im­prove con­sid­er­ably, though the city has con­tin­ued to fall short of the state’s man­dated 32% over­all re­duc­tion.
